I think a rationalisation is necessary, but a hard cap is fucking stupid.
Most significantly, losing the exceptions for home grown players risks seriously jeopardising the player development pathways by introducing tensions between competitiveness and retaining talented players.
If it’s a struggle to retain your players until you can sell them, or of is cheaper to simply poach twenty year olds (because of cap pressure) than develop them, then the value proposition of the whole academy quickly falls away.
