This form of “democracy”, where delegates elect delegates who elect delegates, seems inherently prone to corruption. If somebody wants to buy their will, it’s quid pro quo all the way down from the FIFA executive to the Confederations to the National Associations to their local subsidiaries. Everyone is motivated to protect their own fiefdoms, will do what is needed to appease those with the power to keep them in place, and are ultimately only answerable to their own vassals, who “elect” them. It’s mutually beneficial to toe the line because the $$$/votes/etc. trickles down incredibly efficiently.
Morally reprehensible? Yeah, and definitely is seeing how history turned out. Was it corrupt, though?
